Very likely the leaders do a lot of thinking, mainly driven by what their advisers are telling them [garbage/rubbish in ==> garbage/rubbish out]. But what are their priorities? Maximum power for the longest possible time? In democratic countries: to be elected as often as possible? Not to get to be assassinated? Or what?
..... As I keep repeating: If it works, then they'll keep doing it, again and again!
