Subject: I agree, just say that you don't have the time. Whether you're a professional DM or you just make dresses on the side, you're under no obligation to take orders unless there is some kind of written agreement or paid deposit. Saying that you don't want to make another dress for her will get you into trouble IMO, but the old "I don't have time, but I could refer you to others." should work fine.
