everything's fine, then a few weeks later had someone else take it apart to make some changes. Shouldn't the original dm pay that cost?

If the original dressmaker made the changes, because the dress was not right in some way, then perhaps they would have absorbed the cost. However, asking another dressmaker to alter the dress is something you would need to pay for yourself, especially if it was fine when first received (NT)as you say.Sunday, November 23, 07:29:32pm

You accepted delivery of the dress and did not express any concerns or complaints. If you had an issue with it you should have immediately contacted the dressmaker.
