Subject: what glue have you tried? E6000 is much stronger than other glues. What about using a safety pin? It will be hidden by the cape, and can go through just the top layers of fabric on the dress

Yikes, I wouldn't trust E6000 to hold on velcro for a cape! If you can't hand sew it, and don't want to find a seamstress (a sewing machine usually works better than a hand needle on velcro) I would also suggest switching to snaps.
