No I don't find it quicker. Still takes the same amount of time to design the dress, with the soft skirts it takes exactly the same amount of time regardless of whether the skirt is 8 inches or 12, same amount of time researching and purchasing materials, same number of pieces to cut and assemble for the bodice, same amount of time spent communicating with the client, embroidery may be slightly quicker because there is a little less, but for the most part it is the same amount of time.
