Subject: Are there different types of sequin fabric? I seem to recall a mention of ones that are tiered versus ones that lay flat, specifically in regard to how they may (or not) snag.

Many types of sequins sewn on many types of backing. Yes, the types that are sewn in at least three spots per sequin are most likely going to stay put and not snag. There are also many sizes and layout patterns. They will all snag to some degree. I think this is why so many people prefer to add crystals instead of using sequin fabrics.
