Subject: I recntly made a three-tier skirt that was to remain un-structured I put plastic boning around the bottom tier only and that held its shape enough, it really depends on how much shape you want to retain or whether you want the skirt to move, you can make the whole dress onto a vilene base as previous poster suggested or boning where needed.
