Subject: The only type of velvet I hate working with is stretch. But even that can be embroidered on. You just have to stabilize it. Velvet is a beautiful fabric to work with. Make sure it is cotton velvet and not Italian silk velvet as that would crush. (maybe that's what she is thinking?). It's such a traditional fabric for ID dresses that I can't imagine an experienced DM not familiar with this.
