We have been frustrated finding a used dress for dd, but finally came across 2 we really like. Dress #1 is a perfect fit for body but ruffle skirt is too short.
Dress #2 has prettier skirt but does not fit in body like the first. Both dresses are at the limit of our budget, but will need alterations. Question is: Would it be possible to re do skirt for dress #1 or add additional layers? If so, would that be more costly than doing alterations on body and arms of dress 2?

it all depends....to add an additional layer on the skirt, you need more of the same fabric. Can you get some? For the bodice - is it too small or too big? Too big is usually easy to fix, too small may not be as easy. (NT).Monday, September 12, 05:06:04pm

You also neede to bear in mind the proportions of bodice to skirt length. Sometimes, adding an extra ruffle to the skirt just makes it look all wrong if the proportions change too much. The dropped waist look is important these days. (NT).Monday, September 12, 05:19:59pm

Also look at the inside of the dress. Some dressmakers make regular seams with just one alteration. Others make them with "bag or French" seams and you actually have to alter the dress and the lining. Much more time-consuming and quite expensive to do.
