Subject: Is it necessary to tack down the top layer of tulle so it doesn't float up on its own & get stuck? I was thinking of tacking it down in several spots 3" from top of skirt. What do you think? I haven't seen the tutu skirt move while dancing.

For my project, I planned to put the tulle over the existing soft satin skirt. Under the existing skirt are layers of vilene, then tulle, then the soft satin skirt. I want to avoid having the new tulle skirt pop up and show the original skirt, that's why I was wondering if I should tack it down in a few places. Thank you for help!
