I rarely contact the TC directly, my contract states that the dancer is responsible for making sure the TC has as much input as desired, typically that seems to mean an initial "I'm getting a dress" discussion, and a final "this is my design/fabrics, comments?" meeting. If you are on a schedule and confirmed a deadline for your dancer, it is a COURTESY to the teacher to get input/feedback/etc. If he/she doesn't respond, I'd treat it as no news is good news.
