You can't turn an entire circle---ie the neck---so you leave the shoulder seam on the zipper side unstitiched. After you turn the vest you can stitch that seam just by flipping that seam right sides together.
I then top stitch around the neck, and insert the zipper.
You can also do the pieces so that the lining is not a case lining. In other words so the seams are accessible...thus making alteration easier.
