 I believe the concern was that the fancy dresses and the cost would drive away kids from ID especially when the economy was so bad. No other regions were for adopting this and the Midwest were goin to give it further consideration. If they haven't adopted it in the year following, it doubt they will

Our TC said that it was a suggestion in MW, not a rule. If dd had blingd out, could wear it. No one would be penalized for having one or for (NT)not going OTTSaturday, June 25, 04:54:05pm
