Subject: Another idea for the sleeve is just to make a whole new sleeve if it's easy to match the fabric. This worked for my DDs dress with a black sequin sleeve with an embroidered cuff. There was not enough fabric to let the sleeve down. We had a new sleeve made & attached the embroidered cuff to it.

In this case it was easy to match the black sequin, but lots of dresses have contrasting sleeves so that may be an option for you depending on the style. Sorry I'm just a parent not a DM so I have no ideas about the neckline. Good luck, I love the idea of remodeling dresses :)
