From what I've seen when looking at other Siopa Rince dresses:
That skirt is done on a stiff base. the base is maybe 5 inches long, from the drop waist point on the bodice. The layers of the skirt are sewn onto the base. The belt part is sewn to the base over the bodice seam and the skirt seam. The ID dressmakers yahoo group has a tutorial written by one of the members-its really great.
