Subject: That seems very inexpensive for a new skirt. The skirt is half the dress, and taking the bodice and skirt apart and reattaching a skirt is a major alteration not including making the new skirt. I would say $500-600 plus $100 for the shawl.

I think it depends on the new skirt style (I would argue that a non-embroidered skirt is 1/4 of the work in a dress...but that's with a typical level of embroidery for me, taking into account my construction methods), as well as what can be comfortably salvaged from the current skirt.
