I don't understand #8. "Where chiffon or lace material is used as sleeves, the sleeves must start at the shoulder line and end at the cuff". So if you use velvet, you could have a short sleeve or a 3/4? (NT)huh?Sunday, October 28, 11:26:01pm

Weird isn't it? We can't just say that all sleeves must be full length..? It's kind of silly. (NT)--Monday, October 29, 06:34:36am

I think they don't want lace covered cutouts on the sleeve. That if you use a sheer fabric like lace or chiffon it needs to go the whole sleeve, not parts. (NT)meMonday, October 29, 10:20:14am

Reading the rules, it looks like this is to apply to school costumes, which may include short sleeve blouses, polo shirts or tunics. So you couldn't have a blouse with short chiffon flutter sleeves. (NT)Dressmaking momTuesday, October 30, 10:03:22am

The rules have always been reactionary and not very well thought out since they are not written to be guides for costume makers. The rule about the sleeves came about after some dancers wore ice skater like costumes with bare shoulders and sleeves that started at the top of the biceps.otdmWednesday, October 31, 12:02:42pm
