Subject: The rules have always been reactionary and not very well thought out since they are not written to be guides for costume makers. The rule about the sleeves came about after some dancers wore ice skater like costumes with bare shoulders and sleeves that started at the top of the biceps.

Those sleeves were made of chiffon. So they specified that in the rule without realizing that it makes the rule so specific it doesn't apply to other fabrics. Apparently they also think that rules says: "all dresses must have long sleeves", but it doesn't.
