there's no standard answer here. It sounds like your daughter is highly reactive right now, reacting to substances that she possibly wouldn't normally react to. (I was like that five years ago)
Does your daughter see an allergist? If not, please see one, right away. An allergist who is very familiar with latex allergy. All the "trigger" allergens need to be identified so you can eliminate/avoid things that are causing her to react.
For me, it isn't only latex allergy. A number of cross-reactive foods, fragrance, and a few chemicals must be avoided.
Imagine a glass of water half-full. You feel fine. As you encounter allergy "triggers", each trigger adds to that glass of water until it brims full and spills over. That's when a reaction occurs and you think, oh, that balloon did it. But it was the *accumulation* of triggers leading up to that final balloon exposure that lead to a reaction. Your goal is to keep her at a "half-full" water glass.
I know this didn't answer your question of how quickly this allergy progresses. Actually - you've already seen how fast she can go from "just hives" to an anaphalactic reaction.
Wishing you the best as you research this for your daughter,
