I have found personally, that it doesn't matter - my daughter actually gained her first first-placings with waist-length, straight neat hair. She has also placed highly with curly and wigged hair. Our teacher has told us that as long as the girl's hair is neat and tidy, not in her face and not with decorations (eg, pony beads) then it will not detract from the points.
