It sounds like you are describing stiff main tail feathers, which can be a troublesome trait to alleviate. I run into that same thing with my large Buffs, and the best thing you can do is select away from that trait for breeding. It's tricky because you've pointed out that your male with the best tail is not the best bird of the bunch. Try to offset the weak trait in the male with a female that has the tail you are looking for. If the male with the best tail is acceptable as a breeder but maybe a bit shallow in the chest for instance, match him up with a female with as much chest on her as you have. Likewise, you can match your best male (albeit stiff tailed), with a female that has a good cushion. The results will be mixed of course, but you can cull out the tails that you don't want in the next generation from these crosses selecting for the best tailed male birds and go from there. It may take you a couple years to get them where you want them.
