Cochins will roost, provided the roost isn't too high. I have my roosts about 12 inches off the ground and use 2X3 lumber for the perches with the wide side up. Bumblefoot is basically an infected callous on the pads of their feet and could have been caused by a rough roost. You could try sanding it a bit to smooth it out a little. The best way to encourage them to roost is to go out after dark and place them on the roost a few nights in a row. HOwever, no matter how much you try some are content to sleep on the floor.
