 I've had the same problem and find that they cannot strengthen their legs in shavings. I put all newly hatched chicks (even those under hens) on carpeting or towels for the first few days until their legs get stronger. This has even worked for me if I notice they were weak legged they are able to get them back under themselves within a day. Good luck.
