Are these birds buff? Some varieties, especially the buffs, have "frilly" feathers in their cushions. The problem is genetic, and I know several hard working breeders of buffs who fight this. So it doesn't mean the birds are from inferior lines, just that they have this genetic trait that you need to selectively breed away from. Do everything you can to keep from breeding birds like this to each other. Find another line and cross in a bird with wider feathers in the cushion. Good luck with that though as buffs have narrower feathers in the cushion. Maybe it is the genetics of the buff color, maybe it is just a trait that has plagued them for many years. If you are not taliking about a specific variety like the buffs, then I can only assume that condition is the culprit. Put your birds on the ground and let them eat the vitamins and minerals nature intended. Give them lots of greens and after they molt they might grow properly shaped feathers. Feed them a high quality feed, not cracked corn or scratch grains. Check the protein on you feed and be sure you are giving them enough to grow those new feathers properly. If that doesn't occur, I would ditch them and start anew. Good luck.
