I can see it being of use in countries where the state of the roads can go from excellent to nigh on impassable (thinking part of Russia, Kazakstan etc from watching "The Long Way Round"). Imagine it, you are in Cruiser-mode on a decent piece of tarmac... which starts to get worse. And worse. So you adjust to Enduro-mode and handle the poor terrain until you get to something better, finishing up in Commuter-mode when you finally reach a town.
