Subject: Telscombe Tye - Years of indecision by Telscombe Council

Telscombe Town Council has finally decided after years of squabbling to consult local residents about the Tye! Why has it taken so long for our elected representatives to reach this decision? They have just decided to set up a forum to develop a management strategy for the Tye. Then the Lib Dems have the cheek to say that the Independents and Tories on the council are solely to blame. Lib Dems are the single largest grouping and control the committees so why are they now claiming credit for suggesting something that was an obvious way forward ages ago.I'm sure somebody can explain this, but its a mystery to me.

Is it still the case that the beach past the far end of the promenade towards Telscombe Cliffs, is allowed or at least tolerated to be used for nude sunbathing ?

I say gent's beach because of the neccesity to scramble along the cliff and across boulders. Plus I always seem to see a steady stream of men young & old heading down there.

In the past it has been used for sunbathing 'au naturel' away from the family beaches.

I am currently renting a bungalow in west Saltdean along with my amazing wife and three energetic children. This is my first experience of the South Coast but after only one week in Saltdean the whole family (teenager’s wavering) have decided that they want to sell-up and move to Saltdean. Opinions may change with the weather but I hope not.

This may seem an odd question but can anybody tell my any downsides to living in Saltdean? Is it always as serene as it appears to be this last week?

Also, there appears to be a large amount of property for sale! Is there an underlying reason for this?

This is a huge move for us. We currently have our family home up ‘North’ as such any insight into ‘Saltdean’ the surrounding area, as well as, pro’s and con’s of living in Saltdean would be more than appreciated.

I'm really sorry there has been a delay inme posting this this. I have changed the letter to make it relevant. Dear Steve Lewis,

Your Ref: BH2007/00396
T-Mobile (UK) Ltd. Installation of one 8.5m replica telegraph pole housing three T-Mobile antennas and associated equipment cabinets together with ancillary development proposed for the corner of Saltdean Vale and Hempstead Road, Saltdean.

Please accept this letter as the main Objection letter for all residents who have seen and read it, agree with all points made, and have signed a separate letter to confirm this.

We wish to register our objections to this mast application for the following reasons:

1) The proposed site is a gateway to the beautiful South Downs and on a quiet stretch of residential road. The prominence of this mast will detract from this scenic and protected vista, creating an eyesore and dominating the skyline, which will be noticed by all who use the road. It will tower above the trees, which are currently in leaf. However, once these deciduous trees are bare for the majority of the year, the monopole will be even more visible and unsightly, sticking out like a sore thumb.

We would also like to draw your attention to the fact that this area of Saltdean Vale/Hempstead Road is just yards away from the South Downs and the protected vista/conservation area that that constitutes. As the proposed location of the monopole is actually on Saltdean Vale, which leads straight onto a bridleway/footpath, we would argue that it should be part of the protected vista anyway as it is clearly visible from the protected area itself. Saltdean Vale/Hempstead Road is an area where the view should be protected into, out of and around and should not be adversely affected by development. Hempstead Road, Saltdean Vale, and Lustrells Vale will all be overshadowed by the mast, it being visible from all those roads. Saltdean Vale is the main bus route for visitors to the conserved South Downs way on which the mast will be located and the mast will be ever more prominent because of this and always remain an ugly eyesore in this important location.

There is also already a lot of street lights and telegraph poles at this location. Another addition to this already cluttered scene would further detract from this scenic vista, spoiling the residential aspect of the neighbourhood.

2) The proposed location is also very close to the brow of the hill of the railway bridge, which may act to surprise and cause partial visual obstruction to drivers as they cross the bridge, suddenly seeing the mast more clearly. Installation and maintenance of the monopole may cause distraction to drivers as they come south over this brow towards the traffic lights, at the crossroads with Cromwell Road. These crossroads are also a busy crossing point for pedestrians and therefore could be a source of future accidents. There is also a pedestrian crossing on The Drive, just north of the brow of the hill, before Wilbury Avenue, which has no traffic lights and may be missed by drivers who have been distracted by work taking place on the monopole.

3) There is a primary school (Saltdean Primary School) only 380 metres away, and many old peoples homes near by, as this area is populated by many of the more elderly generation. There are also children who live and play on the piece of land immediately next to the proposed site. It is clearly documented that the skulls of children are thinner than those of adults and that their immune systems are not fully developed. It is for this reason that the recent report from Sir William Stewart for the National Radiological Protection Board stated that children under the age of 8 should not use mobile phones and children aged 9 to 16 years should use them only in an emergency.

As you will be aware, there are a large number of conflicting academic reports on the dangers of radiation emitted from base stations. With this in mind I urge you to follow the recommendation of the Stewart Report, and adopt a precautionary approach (see Para 1.21 and 6.16 of that report) in deciding applications for telecommunication base stations. This approach, as you will be aware, is enshrined within the national planning policy structure of the UK, as well as European legislation.


The Stewart Report states at Para 1.19: - “We conclude therefore that it is not possible at present to say that exposure to RF radiation, even at levels below national guidelines, is totally without potential adverse health effects, and that the gaps in knowledge are sufficient to justify a precautionary approach." You may also be aware that Sir William Stewart criticised the telecoms industry at a conference on Childhood Leukaemia (06.09.04) for misinterpreting his report, picking bits out of context and giving the impression that Sir William Stewart had proclaimed emissions from mobile phones and masts as 'safe'. The Stewart Report recommended that exclusion zones should be placed around all base stations, and indeed some countries already have exclusion zones. This recommendation clearly indicates that there is a potential for concern in placing masts close to sensitive locations such as schools, hospitals and residential areas.

We understand that current research on this matter is still ongoing and that in the past it has merely concentrated on the effects of tissue heating from microwave emitting antenna. There is, however, a large body of scientific research that now challenges this view with regard to other possible symptoms such as increased cancer risk, sterility, effects on heart pacemakers, etc. as well as the biological affects that have only had a limited degree of research, the results of which all point to potential adverse effects.
However, even if a rejection of the arguments relating to the precautionary approach is taken by the planning council, we would urge you to consider the effect the size and design this mast will have on the well-being of the local area, which will contrast with the residential nature of the locality. PPG8 makes it clear that a rejection of a planning application is acceptable for base stations should the council conclude that it would have an adverse effect on the amenity of the area.

We are aware that “health and perceived risk” is a material planning consideration that is largely ignored on government directive, but we wish to register our fears and concerns and ask you to take them into account. We would also like to make the comment that "health and perceived risk" as a planning consideration has only been removed via planning guidance, which is not the law of the land.
4) As the proposed mast would be visibly prominent over a wide area it would serve as a constant source of anxiety to all our residents - particularly parents of children living in the area and the elderly residents who are alarmed and confused by the technology. The Stewart Report said "adverse impacts on the local environment may adversely impact on the public's well-being as much as any direct health effects."
There is a wealth of research into the detrimental health effects of mobile phone masts and even if you, the council and the government, do not accept these warnings, the information is widely available and believed. Therefore the perceived risks that this mast may pose will act as a health risk in itself and the mast being erected in such a prominent position will act as a constant reminder of this.

As such, we urge you in accordance with the provisions of Para 29 of PPG8 and attach considerable weight to the fear felt by the majority of local residents in relation to this proposed development. These fears and concerns are, and will in our submission, affect the quality of local life, and therefore have a detrimental effect upon the amenity of the area

We would also like to draw your attention to the Brighton and Hove Local Plan, QD23 Telecommunications apparatus (general), where it states that “Proposals for telecommunications developments will only be permitted…if…(b) it can be demonstrated that existing masts or structures cannot reasonably be used for the purpose…(e) no unacceptable adverse impact on amenity, people…in the locality…”and 3.99 “The benefits from telecommunication to the community and economy are recognised and welcomed. Care… protect from urban "visual damage"”.
Also, in the Brighton and Hove Sustainability Strategy - Local Agenda 21, it states "protect human health and amenity through safe, clean and pleasant environments". We do not welcome this mast which will adversely impact on our health, either through real or perceived risk, and will have a negative effect on the local amenity by it’s prominence and industrial appearance in an otherwise residential neighbourhood.
5) It seems highly likely that our properties will fall in value and/or become more difficult to sell if the proposals are implemented, as pointed out in paragraph 6.45 of the Stewart Report: “Some citizens feel that the siting of base stations, and particularly of masts, can result in a loss of amenity and possibly a reduction in the value of property…” Being that this mast will be so prominent, and that masts have become well recognised and so much part of our visual currency, it is very likely that prospective buyers will not be able to miss this mast, which will possibly put many homes into negative equity. This in turn may affect the council tax revenues for the area.
Even if this is not the case, the perceived fear of a loss of value on homes is detrimental to the residents. This installation would have a negative impact upon the quality of life of the community as it reduces the desirability of the area as a safe place to bring up children, and it will thus have a negative impact on the local amenity. This mast being so clearly visible from Saltdean Vale, a busy road, will act as a constant reminder of these concerns. These factors, and the fear of the potential dangers posed by the emissions, collectively form an amenity harm.

6) The proximity of the mast to residential property will result in more noise nuisance during the night, as well as during erection and maintenance, which sometimes takes place overnight, and continually from the widely reported “hum” made by base stations.
7) A 3G mast has the potential to destroy, or at the very least, adversely affect the biodiversity of the location. Residents in other communities across the UK have noted the deterioration of vegetation around 3G and TETRA masts. In addition to this, T-mobile state that it is important that they keep up with the current trend for 3G demand. We do not agree that this is something our local community needs. Many of the residents here do not use mobile phones, even the older 2G ones.

8) In this area, we are currently being targeted by mobile phone companies who want to position their masts here. There are already two prominent masts (one on the land above Greenbank Avenue, Saltdean, clearly viewed from the local position and others in the centre of Saltdean and surrounding areas. If this mast goes ahead, others may follow, we feel that should this hot spot be left unchecked, we residents could be overwhelmed by the cumulative effect of the masts. On mass their appearance will have even more of a negative effect on the local amenity and the greater perceived health risk will impact more negatively on residents’ lives.

9) We do not intend to use a 3G mobile phone, the main reason being that there is a question about whether the technology is safe. The general consensus is that the newer technologies of 3G and TETRA have not been researched adequately to see if they are in fact safe.

10) We are in contact with www.mastsanity.org , a voluntary organisation with charity status, which provides free advice and support for all community members within the UK who have queries or concerns about the siting or safety of all phone masts. Mast Sanity has confirmed our fears about 3G masts and informed us that health survey forms are now being requested for areas around 3G masts, as well as for those covered by Airwave TETRA and longer term existing 2G masts.
Many residents have already requested a signed affidavit from Marconi/T-mobile, stating that living within 500 metres of this proposed mast will cause no ill-health as a direct consequence of it’s output. No one has received this guarantee, so it is clear that there is no watertight assurance against ill-health.

For all of the above reasons we would therefore request that this mast is not erected within our community.

If you haven''t written anything yet, I have taken the liberty of writing an extremely detailed objection on behalf of local residents (a rough version of which can be seen on this messageboard below.

If you don't have time to go through and modify that (which you WOULD need to do) then I have made some very short letters which say that you agree with the points I raised in my letter (again which can be browsed below) and require you to sign and put your address on. Hello everybody,

I agree that this proposal is ludicrous. I have a friend who successfully opposed a T-mobile mast that was due to be erected in Hove last year. She has given me some good advice and also a great letter and suggested letter to send to the council.

Apparently, the council won't overturn planning for health reasons, as the government guidelines are that masts pose no risks to us, but, if you read the letter I mentioned you can see there are other ways to oppose. If anybody would like an e-mail of this then please let me know.

In certain life threatening situations such as Cardiac Arrests Ambulances need to be on the scene within just a few minutes to be able to save lives. In Saltdean this cannot happen in all cases so there is a definite need for other arrangements to be in place.

This has been done in the form of a group of volunteers set up and trained by South East Coast Ambulance Service to respond to life threatening calls. As these emergency responders live in this area they are able to arrive in advance of an ambulance and are able to use the specialized equipment that they carry where it is essential that this is done within a few minutes of a 999 call being made.

They respond to such calls as:

Cardiac arrest
Respiratory arrest
Chest pain
Breathing difficulties
Collapse

We need to recruit others to join us.

We also need to raise more funds to pay for further equipment so as to provide increased cover in this area. Each responder has equipment costing approximately £1800.

If you think that you could help to provide this community with this worthwhile service or are able to raise funds please contact the local coordinator of the scheme.

I was very shocked and disappointed to see that in the last 18 months Saltdean's geodemographic rating has been downgraded considerably. The knock on effect of this is that when we are looking for house/contents/car insurance/life insurance the premiums will be higher as we now live in a less 'favourable' area. This is also affects individual credit rating and, as stated, may well contribute towards problems with getting any type of credit including mortgages etc yet to my knowledge the area has not changed..!!!

Apparently we now live in an area where the properties are 'mainly semi-detached, terraced or flats and are mortgaged, council houses, housing association or privately rented. The typical propery price is low. The properties are smaller than average in size .... People will typically have lived here between 4 and 11 or more years. In this area the most common social group is C1C2D..... The population density at this postcode is approx 10% higher than the national average. The people living here are in general qualified below average level.... Unemployment stands at 18% higher than the national average.... the industry sector is defined as consisting of manufacturing e.g. steel, petrol, car manufacturing or the service industry. ......the financial risk associated with this postcode is classified as being roughly 30% higher than the national average.... There is below average car ownership etc

This has changed in the last 18 months when the 2004 geodemographic rating was very good and stated 'older couples in retirement towns..... most common type of housing in this area was detached or semi-detached. These properties are mainly owned outright and the amount of moving in the area is classed as being very low. The social group is C1C2... families predominantly consist of retired couples and there are a low number of students.... a high number of investors who reside in this area. The financial risk associated with this postcode is low. There is average car ownership.

I apologise for the length of the message but thought it important that details were given and people were informed of the change. I believe the new rating is completely unfounded and incorrect, has the area really changed that much in 18 months!!!!. Are the residents association aware of this change? I personally believe those responsible for this rating should be made to review and re-evaluate their data/information as a matter of urgency.

Has anybody else heard about the woman in Saltdean who was illegally selling Viagra on the internet, I was told she drives around in a posh car but doesn't even have a drivers licence.
How are people like this able to get away with this kind of behaviour without being brought to book, still we live in hope that whoever this person is will soon realise that in todays society this behaviour will simply not be tolerated

Any one around the hotel who is experiencing debris from the demolition works.
Have you noted on your windows and cars 'fibres'. I had questioned the removal of asbestos materials an received a reply from the HSE that following a call to the company carrying out the work they were complying to removal legislation. ( Anyone noted the workers completeley covered with protective clothing)
Cleaned my windows and car and noted a considerable number of fibres. I have kept them for analysing.

Hi. My name is Peter Francis Morris. I was born in 1953 in Telcombe Village. My father (now in his 80's) is Peter Ernest Morris (RAF Veteran) and my mother is Betty Morris (Williams). After the war dad built race cars for a living and I believe he worked for a gentlman by the name of Chase. We moved to Canada when I was a young lad and I was wondering if anyone remembers my family and could share stories. My Grandfather was Francis Williams who operated a store in the area for years prior to his passing in the 60's. He was also known for racing motorcycles. My Uncle and Aunt (Haydn and Rita Williams) still live in Southern England. Thanks. Peter.

Hi All,

If you are a fisherman you probably know that it is very rare to find a friendly fishing shop. Fortunately, the guy who owns the one by Brighton Pier is always willing to share his knowledge, which in some cases can be crucial. As every fisherman's wife do before Christmas, mine went to see see him to try and find me a christmas present. After a few minutes he confessed that business had been very bad this year and how it affected him financially. However, he is a proud man and I won't let you know how bad was his year.
So if you are a fisherman, get your bait from there and and see his prices for other things. Believe me, compared with mister misery guts in Peacehaven he is by far the better choice.

Application to use Telscombe Tye as a landfill site

Telscombe Town Council has submitted a new planning application to make the Tye a landfill for 25000 tonnes of waste from brighton area.

This is only a partial plan, they intend to make a further application for more waste to to complete the landfill.

YOU HAVE ONLY UNTIL THE 8TH DECEMBER TO OBJECT TO ESCC -->> eastsussex.gov.uk ref: LW/481/CM

They want to build 6 sets of vehicle barriers on the tye and 3 more accross the track to telscombe.
The raised ground slopes towards saltdean, and water run off could threaten houses and gardens.
AND THE SMELL!!! WHAT WILL THAT DO THE VALUES OF THE NEARBY HOUSES???

Do people know exactly what is happening with the Ocean Hotel? are we in for years of noise and disruption followed by lots more traffic and a load of council flats or will it be more pleasant than that?

I live on Wicklands Avenue so am concerned what affect this is going to have on day to day life and if this is going to affect the lovely area and my house price?

Hi to everyone who lives in Saltdean, We moved here (Westfield Avenue North) in 10/04 and love every minute of every day here...
The ONE major problem we have found since moving here though has been "THE FARM".
Where do i start....
Well today 06/01/01 the stench is absolutely DISGUSTING this afternoon, now i used to clear blocked drains for a living and in all my time doing that job i NEVER smelt anything as DISGUSTING as today!!!!!!! It must be illegal or something?
The other problem with the farm is the "SKIP LORRIES", i don't know if any other people out there have seen the sudden rise in "rabbit skips" thundering up and down the roads lately??? but he (the farmer) is letting this company illegally dump there rubbish on his farm DAILY.
How long will it be until something is done about this?????
How long will it be that a person/animal/pet gets run over by one of these mindless drivers?????
How long will it be that someones car will be hit by one of these 20tonne lorries?????

Last week my daughter's bike and scooter were stolen from the front of our house. Not sure why anyone would feel the need to take them, the bike was well used and more than a little rusty...

is anyone aware that the mast at the top of Longridge Ave as well as containing a number of GSM base stations for mobile phone operators, is also a TETRA mast ?

It is not uncommon for property sales to fall through on the grounds that these masts are listed as health hazards on surveys/local searches.

As well as my previous post about a garden society, I am wondering whether anyone would be interested in setting up a golf society.

I'm a member of 2 which are associated with my work place but I don't seem to get too many games in, about 1 a month if I’m lucky.

At present, I like may people I know have not got the disposable income to become a member of a golf club. A society would give those who are members the opportunity to play on some of the better courses in East Sussex without having to be a member of a club or a handicap cert from that club.

I would welcome the experience of anyone who has previously run such a society. To be viable I think at least 15 - 20 members would be required. There would also need to be the willingness of those involved to attend AGMs and take on responsibility of positions such as events organiser, handicap secretary, treasurer, captain, vice captain and chairman etc.

Even a small group of interested members would be a start, 5 - 10. A few games could be organised on some municipal courses and things could go from there.

I look forward to hearing from any of those interested.

I am currently studying for a RHS level 2 cert and am slowly starting to get into gardening, with a view to one day becoming a full time garden landscaper/designer.

I am testing the water with regards to setting up a Saltdean garden society of sorts. I’m primarily interested in wildlife gardening, organic gardening and grow your own veg and fruit. These are areas of gardening which I believe need to be encouraged along side the more conventional decorative and landscape gardening.

I would ask those of you who have any skills in these areas or know people who have to contact me if you or they are interested. As I say I am only at the very beginning of understanding the skills of gardening and would appreciate any enthusiasm or help.

An increase in wildlife in our back gardens and cooking with food we have produced ourselves would be very satisfying.

Tonki was last seen at home at Bannings Vale, Saltdean on Wed 16th August, 6:00PM. It is very unusual for him to be away from home for more than a couple of hours.

Tonki is a 12 year old, brown oriental “Tonkinese”, with a very vocal personality. Apart from his distinctive meow, his distinguishing features include a couple of notches out of both ears.

I have spent many happy holidays at the ocean and had planned to return this summer. but not to be. Looks like to number of selfish dog owners are on the increase again. Since when has Saltdean Park, the under cliff, beach and cliffs been designated areas for dogs to foul?

Why do people who own them think that others should have to clear their dog’s mess of shoes and pushchairs? In the last two weeks I have had the misfortune twice on the cliffs, once in the park and the pushchair in the park.

It is absolutely disgusting and anyone allowing their dogs to do it and leave it for others to tread in is selfish and ignorant.

Parks, beaches and other areas are for humans to enjoy not for dogs to *hit in.

Does anyone know exactly what is happening with the bunding on the Tye?

TTC have applied for permission, had it refused, appealed, and refused again, but the bunding still seems to be in place.

If the local council can just ignore the fact that a higher authority has overuled the decision originally made against the residents wishes, then what is the point of having a democratic society in the first place.

Hi, a builder has just bought the bungalow next door to me to make it into a large house. Does anyone know on what grounds you can oppose a planning application? I was just wondering if anyone can help me out with my problem about Saltdean Primary School. I have just moved here from out of the area and have been told my children are at the top of the waiting list for Saltdean - which is good. But I have recently found out that because the school is over subscribed that I may have to appeal for my eldest - who is in year 4. It is my youngest that I am more worried about. She is in reception and I was told that reception is already over subscribed by EIGHT and until NINE children leave there won't be a place. Can anyone shed light on this - or help me in any way? This probably only concerns the East side of Saltdean as we fall under Lewes rather than B&H...which I do. I can't believe that the have the audacity to use OUR council tax to fight a lost cause trying to change the Yes decision for Falmer.

Whether you are for or against Falmer, the decision has been made and won't be changed so why throw the money (upto £2m) down the drain. Doubtles its because that's what councils do best...waste money on tin pot councillors and red tape.

Surely they should have the decency to ask the people who pay the money before using it in such a wasteful fashion?

I can't believe the Ocean Hotel closed.
I worked there 8 years ago, for about 6 months, and lived in the staff area.
Prior to that I lived in Saltdean for 4 years
I guess since Butlins sold the "death warrent" was signed and without the butlins name it was inevitable something like this would happen. It is a shame though as I do have fond memories there. I met my wife there, we have been married 7 years now!
I will always have a special place reserved in my heart for that hotel and I hope that whatever happens they keep the exterior as original as possible!

Hi

I am trying to find a Chistine Edna Andersen or a relative last known address Arundel Drive Saltdean. Reason for this is, During my research of my family tree a Sidney Herbert Cotterell kept cropping up, I now have a copy from the probate register of Sids intestates and It names Christine as his sister.
Trying to piece together information is hard. But so far it goes like this Sid was an actor and my gt granmother was a Tiller Girl, I have reason to think in 1905 & again in 1910 they both played in Cinderella at the Drury lane theatre he died 4th March 1958 and all his property was given to Christine, on the 8th May 1958 Christine handed Sids house in Crewdson Ave, Lambeth to my granmother I have this on a letter from a solicitor dealing with Sids assets. No one in my family (Hilton side)knows why. The only person who may know is Christine if she is still alive or a relative.
Any help would be most appreciated

The Grand Ocean at Saltdean. Have happy memories of this Hotel when it was Butlins, The journey down from Sunderland was long, (usually involved a coach and train) and I remember the outdoor pool that resembled that of an ocean liner and the juke box in the corner of the coffee bar. Not to mention the talent contests. Happy days.

Friday 9th September from 8 to 11 pm - Venue - Saltdean Football Club. Hi all. Have been trying to set up a club in Saltdean for mums / girls (over 18's) once a month at Saltdean Football Club. It has been going since June and from September every month we will have someone in - first month is Sue from Ann Summers, next month is Claire from the Body Shop. It is based at Saltdean Football Club down the bridlepath from Coombe Vale and is £3.50 (cover venue hire). There is a licensed bar and music every month - you could have a boogie later on if you'd like but it's not too loud. This month is 'soul nite'. Hope you girls out there might come along.
