My best friend is in the exact same as you. This is what i told her : "It depends really, i mean does he only contact you on the bus or does he like talk to you in school/college because he might just be using you to get the attention on the bus . but on the other hand he might feel like on the bus is the only time he can be alone with you and for that reason he tries to be flirty. The best advice i can give is don't be to easy, letting him touch all over you. it might be sending all the wrong signals. :)
