The sun was beginning to set on Aberdeen Harbour and darkness was rapidly setting in … just how Samuel liked it. The glow on the water from lights illuminating the imposing structure floating in the distance would soon act like a beacon leading his vessel to its target. And by the time he finally arrived at his destination night-time would have concealed his appearance from any watchful eyes. Under the cover of darkness he could be less conspicuous in his arrival and thus board the restaurant in secret. Clandestine meetings called for surreptitious arrivals. Samuel didn’t want anyone to know that he was in the vicinity for Sun Yee Lok had informants everywhere and he needed to be careful least he arouse suspicion from anyone who may be watching his movements. Hence the need for due diligence in his secret actions was always a top priority. If Sun Yee Lok were to be informed of this meeting, he would be the recipient of some harsh penalties. The Rising Dragon’s leader would be ruthless in his punishment and he could very well pay the ultimate price for his personal vendetta against Sun Yee Lok. Samuel knew he was risking much by calling a secretive meeting without the main protagonist behind his back. He only hoped that the substantial bribe he had given Uncle Tang and 6th Uncle would pay dividens in his quest for the leadership.

He knew he was putting it all on the line this evening and hopefully he would have the result he sought.

The Jumbo Kingdom Floating Restaurant the larger of two floating restaurants moored in Aberdeen Harbour was Samuel’s destination. With architecture resembling a gorgeous and exquisite ancient Palace of Imperial China, it was the perfect place to hold a clandestine meeting of the triad factions. The best place to hide was in plain sight and given that the restaurant was popular, meeting there would diffuse any suspicion that it was anything other than a get together for a meal. The private room of the Top Deck had been set aside for their meeting; hence there would be no interruptions or fear of being overheard in this private room away from other diners. From time to time over the years, different triad groups had met here for get togethers and meetings. Samuel had chosen this place for its décor, ambiance and connection to triad rituals. The private dining room was in the most auspicious and lucky colour 'red,' and the opulent interior design of the restaurant was of the Ming Dynasty held dear in triad lore.

It was on this floating restaurant where members of the other triads were to gather. Samuel Li knew that this was to be a crucial meeting in his plans to take down the Rising Dragons and to avenge the dishonour that the triad had tried to place on the Black Panthers, himself, and ultimately his father’s memory and legacy. Samuel had already proven his worth to the Black Panthers. In America he was the Hong Kong "businessman" who made a small fortune selling pornographic DVDs on the black market. He also worked on computer software, pirated VCD and other transactions for the Black Panthers’ triad. Since he had returned home, Samuel wanted to extend his business interests more and increase his corporate relations with mainland China. However, if he wanted to expand his connections in the mainland where all the opportunities were for the Black Panthers, then he had to control the triad underworld, and that meant all the triad groups including the Rising Dragons.

With his links to Chinese government officials through his wife Maggie, he knew that he had the ability to rake in new business for the Black Panthers and hence assume the definitive accolade of power which at the moment was held by Sun Yee Lok. With position and wealth came ultimate power. Thus with ultimate power, the mainland Chinese would give him more respect, and with that, the potential for more lucrative business prospects. But first he had to be chosen as the new leader and hopefully he would have no stumbling blocks in his way to that ambition. Samuel would use every dirty trick in the book in the triad and business world to achieve his objective. Bribery and connections were common practice among the government officials and due to his associations, he was well placed to utilise these. Money meant power … and with money, one could achieve one’s objective. Bribery, murder, power...were all gained from tonnes of notes … something which he had plenty of. His association with corrupt officials in America coupled with his success in business, and his family connections to Chinese officials, gave him the credentials which made him favourable to be the next chairman of the triad groups. These were things he could and would use if necessary to achieve his end game.

Although Samuel’s résumé on paper was impressive, he would need to convince those gathered that he had the necessary skills and smarts to be the supreme leader and take total control of the triad factions away from Sun Yee Lok. He needed to portray himself as the best and most worthy of candidates in order to be chosen as the newly elected Dragon Head. Then and only then, would the Dragon Baton which represented power and authority, be passed down to him.
