I wish I could take credit for being devious and tricky (the highest compliment you can pay to a TR, after all!), but alas, I can't. What I've written was pretty much constrained by canon.

We learned in S2 how old Birkoff was, and going by that, it puts his year of birth at roughly 1977. And although canon also tells us that Paul was recruited in approximately 1975, some other canon references suggest pretty strongly that the most likely time window for Paul's takeover would have been somewhere between 1983 and 1989. As a result, the "twin experiment" would have taken place during Adrian's regime, not Paul's.

I'm writing about the events that led up to the change in regimes, and so the story is set during the 1980's. As a result, I had to work around the fact that the twins would have already been born by the time my story starts.

You're right, though, that this does open up some interesting plot options. I just hope the one I've chosen to explore turns out to be interesting!
