Well...we don't actually know when Madeline arrived in Section, so either possibility *could* be consistent with canon. What we do know is that she was almost certainly in Section One by 1983 at the latest, and that she served under Adrian before Paul took over. There's also some evidence that could be taken to suggest that she wasn't in Section One yet when she first met Paul. That's what I took and ran with in inventing my own timeline -- I have her in Section Two up until 1983, which is the year this particular story begins.

However, you could take the same canon evidence and come up with something quite different, given how vague everything is. Of course, that's part of the fun!
