Sorry, haven't checked this board for a while. Try David Cannadine's article in the London Review of Books, "Last Night fever", Vol 29, no 17, 6 September 2007, ISSN 0260-9592. An abstract can be seen at http://www.lrb.co.uk/v29/n17/cann02_.html and possibly the full article if your institution happens to subscribe, or you can order a reprint of the article as a pdf for £2.75 (follow the link on the page).

The latest book on the Proms, "The Proms: a new history" does cover a bit about the development of the Last Night, but from what you say you may already have seen that.
