I don't know who can give you a "right" answer. It's not me, but what I can do is speculate: perhaps Pavel's drinking is infrequent and not anything that can be considered habitual. Perhaps he would never want to appear drunk, and would expect the same "respect" out of others in general. I think that's the best place for me to leave things. Good luck in getting a clearer answer--anyone?
