Thank you so much!! One reason I believe it may have existed during this era is with the steel industry on life support, so it may have been more feasible for NBC to have a bureau based out of Pittsburgh, rather than sending reporters from New York City to cover stories, although sending Jim Scott to cover stories in Toronto is interesting. I believe about the same time, a rumor was circulating about NBC buying Channel 11 just prior to the call letter change from WIIC to WPXI. Scott would be compensated by working @ 11 for a few years before going back to Channel 4, plus Channel 11's David Hazinski, a beat reporter would join NBC News soon after.
