That board looks as rudimentary as the one we had at our college radio station - and our phones were better! It looks like Chuck has the 45 directly on the turntable. We had an "intermediate" 33 RPM disc on the felt-covered turntable. The 45 was place on top, which allowed an easy reach for your fingers to hold the 33 during a slip cue (with a 1/4 turn back up for acceleration). KQV may have had something similar - this may be a "set up" photo, perhaps for publicity.
