Joseph, the USA is now involved in 3 (yes, three!) wars, all at the same time: The one on terrorism, one on poverty, and the third on drugs.
..... In wartime you must expect all sorts of emergency regulations, and if you want to get back to the expectation of fulfilling the idealism of years ago you must first finish ALL the wars.
