I am not saying it has happened yet but time travel is a dangerous toy, maybe they have laws against it. Perhaps the people go into an identical, but independant universe to be used as their "playground". The possibilities are endless as to what could be happening. Think about it, if you had a time machine would YOU want to visit the early 21st century? I would visit people like diVinci, Newton, Christ(for all you religious people out there), people of known signicance. Maybe after I visited everything else would I visit the early 21st century. Who knows?
