Didn't you hear Susan Weaver when she said she checked on the database how many address received over 10 permits to that address and they got back 4000 lines... That's 4000 people either putting in for group hunts, putting in apps for their family and friends (like I do) or a bunch of folks with multiple management stamps putting in a bunch of applications. One address received over 90 permits... (could be a club) who knows, but don't doubt the system is being taken advantage of.
I don't like nontransferable either and hope the 1per person, per hunt will slow it up some and make the odds better. Remember the odds are already stacked against you when you put in for a hunt...approx. 130,000 hunters applying for approx. 40,000 general gun hunts. So there's between a 50%-66% chance you won't get drawn anyway.
