Shepard might be generalizing in her book when she says that actors have to submit their own names. Names are submitted; it's true. But I agree with pat, it isn't necessarily the actors who do so.

Remember a couple of years back when the Home Improvement people didn't submit Tim Allen's name for Best Actor in time? Also a few years ealier, Bill Cosby and John Larroquette told their show staffs to stop submitting their names after they had won several years in a row. If Cosby and Larroquette were submitting their own names, they wouldn't have needed to issue the order.

I suspect Shepard was generalizing somewhat and meant that actors names must be submitted for nomination, as opposed to simply being selected for nomation by some nominations nominating committee. But I could be wrong; I haven't read her book.
