This is EXACTLY how I felt the whole time watching him. No, he isn't a bad actor. We're just so accustomed to seeing that mischievous twinkle in his eye or a feigned serious look. At the end when he looked into the camera to get the 'mug shot' taken, I just couldn't take it seriously!
I hope you get to see the show in reruns.
