What apparently happened is the original Dr. Who stated that he thought Eddie would be a great choice in an interview. That's where it came from - not any actual casting.

Eddie himself has refuted the suggestion when someone brought the rumour that he was to be chosen there and explained where it came from, said he was highly honoured that the original Doctor would think that of him, but that he doubted BBC would even have him on their radar for such a thing.

I think he said that BBC didn't quite get him ...
