I'm thinking the reasoning ABC has is that since it has not been publicized (ie it's not in the print edition of TV Guide) there probably wouldn't be as many viewers and so the decision is made to run repeats the first week when there may not be as many viewers.

According to excite.com, the first episode next week is supposed to be a new episode (no episode synopsis given though) and the 2nd episode a repeat from the 4th season.
