It's a good point on who is going to police it. If some dog owners on my street leave the dog mess on the road and don't pick it up in full view of houses, why would they follow the rules where they're not as overlooked? I also see "keep dogs on leads" signs on local walking routes which are widely ignored (which when the signs are for the reason of protecting livestock, you'd think people would be even more inclined to obey them.)
Not trying to cause a debate, however, cat fouling is as much of an issue near me. Local cats regularly come in and leave excretia on my lawn. I've tried scarers and deterrent powder. Neither work.
Surely all pet owners need a bit of education and encouragement? Dog owners to clean up after their pets and cat owners to train to use litter trays but then there always has to be some element of policing.
It is annoying to people like me who have neither a cat nor a dog to tread in their mess but there must be a way of resolving this so both responsible animal owners can continue to get joy from them and other people don't get exposed to the mess and the health risks.
