 Angie, You may have answered your own point here. If the dog had been on a lead and not running freely then you would have been able to watch where it was walking and keep an eye out for any broken glass.

That isn't to say that I support the underage drinkers from breaking bottles in the park in the first place. I don't. Alas, we have to adapt to the surroundings we find ourselves in.
