The responsability for putting down yellow lines etc is with Leicestershire county council Highways division.You can contact them on 0800 626203 or email peter.osborne@leics.gov.uk ,who is your county councillor.
Once the yellow lines are in place,then policing them becomes the responsability of the CBC street wardens.They then have to observe the offending vehicle for 15mins (i think) before issuing any ticket.They can be contacted via cbc contact centre on 01509 263151.
