I have been looking through the previous replies to this question. In my opinion (as a resident & not as a Parish Councillor) the one that is closest to answering your question was posted by "Bob the Builder on July 10th.

My personal opinion is that, this time, Lafarge will not be opposing the application and they were the main objector last time. This is due to the buffer zone (a cricket field) between the houses and the quarry. This makes it more difficult for the parish to oppose it.

Also Charnwood's housing policy is still NOT in place so they are finding it difficult to reject applications as they are losing a lot on appeal.

AND this time, Jelson have made the offer of making their section 106 payment to the parish for spending on the new memorial hall. Last time this offer was not in place. Section 106 is a payment that house builders are obliged to make to various statutory bodies to negate the effects of new houses & retail units. It is usually paid to:
the police to cover the cost of policing new housing,
County highways, to cover the costs of any road adjustments,
County education to cover the costs of extra schooling
The Health authority, to cover additional places at doctors or hospitals
Parishes to cover the cost of community facilities
etc

If I may be very controversial in my next personal opinion (which isn't necessarily the view of any elected body I may be a member of) then I will just say that some people regard Section 106 as a legal form of a brown envelope stuffed with money. (I am not saying that anyone has acted illegally, they haven't, but just trying to explain what "section 106" means to different people, as it is not a term that is generally in day-to-day conversational usage).
