You could try downloading the windows media creation tool from the Microsoft website and use it to create bootable media on a usb stick (could potentially use a dvd). This basically downloads a copy of windows onto a usb stick. I think the usb has to be 8GB or more though. Then you can boot the computer to the usb stick from the bios menu. Once there, you should be able to select a "fix current installation" option, which will try to repair any issues on the machine.

There are some more detailed guides on how to do this if you search for something like "how to fix windows that won't boot".
