A little extra information from "English Lighthouse Tours" by Robert Stevenson

Third tour 1818

Smalls lighthouse--"there are three lightkeepers who get leave in the summer,but are all at the lighthouse in the winter"

Not sure whether this implies that during the summer there were still only two keepers?

Longships lighthouse--"there are still 4 lighthouse keepers,who attend 2 and 2,month about."

So it seems in 1818 it was still not a general rule that there should be 3 keepers at pillar lights?
