If you take the Falkirk boat lift :-

The caisons always weigh the same whether there is a boat in there or not.So once the boat is in it will float,if the boat was then lifted out,as opposed to floating the boat out and allowing the water to return,the caison would then weigh original caison weight minus the weight of boat,the water level would drop.If the boat is then returned to caison it will float again.

So once the excess water has been displaced by the boat it is no longer relevent to the actual flotation of the boat?
