I believe one of the major issues with the proposed changes to P&Z guidelines is the latitud which they allow the commission. The lack of clear black and white guidelines creates uncertainty that is bad for the town and developers. The developer is presented with a sitation where his application "may" be approved and the town is presented with nore opportunity to pay legal fees defending the commision's decision. If you read the proposed guideline changes, you will see that there is a great deal of decision lattitude given to the commission - a recipe for conflict and expense.
