Subject: Town requests proposals to provide land for a site for a new highway department garage.

Notice to Land Owners

Background – In December of 2005 the Board of Selectmen (BOS) requested that the New Hartford Town Garage Review Committee (The Committee) proceed with a review to determine if the existing highway department garage should be renovated and expanded or whether a new garage should be constructed at another site. The Committee produced a report that concluded a new garage should be constructed at another site. The BOS then requested that The Committee conduct a further review to determine the proposed site.

The intent of this Notice is to determine all possible available sites. Be it understood, a final site proposal from The Committee neither ensures that a garage project will move forward nor does it ensure that the site proposed will be chosen. Although the BOS has concurred with The Committee’s conclusion that a highway garage should be constructed at a new site, to move forward with the garage project also requires that the Board of Finance (BOF) conduct a financial analysis that determines New Hartford has the financial ability to afford such a project and it is in the Town’s best financial interest to do so. In addition, a town meeting must be held at which time the taxpayers agree to move forward with the project.

Request for Proposals – To facilitate the identification of qualifying property, this request has been mailed to all taxpayers of New Hartford possessing four (4) or more acres of property.

The Town of New Hartford requests proposals to provide land for a site for a new highway department garage.

The site should be located with frontage on Connecticut Routes 219, 202, 44 or town major collector roads as identified in the New Hartford Zoning Regulations. Ideally, the site should be in the vicinity of the intersection of Connecticut Routes 219 and 202, but all proposals will be considered.

The site should consist of approximately four acres of relatively flat land that can be developed without major earth removal or filling. The four acres should be exclusive of steep slopes, wetlands, or rock outcroppings. The acres must provide for sufficient land to adequately screen the garage from possible adjacent residential properties.

Proposals shall consist of a description of the land being offered including total acreage, asking price, and a copy of the assessor’s map showing location. Proposals shall be valid for ninety days, and the site must be offered to the town free of any encumbrances, deed restrictions and with a clear title.

Proposals shall be directed to Town Garage Review Committee, care of the Office of the First Selectman, Town Hall, 530 Main Street , New Hartford , CT 06057 .

Proposals must be submitted prior to 11:00 AM Eastern Daylight Saving Time, Friday, August 11, 2006.

The Town of New Hartford reserves the right to reject any or all Proposals and to select the Proposal considered to be in the best interest of the Town. The Town of New Hartford reserves the right to waive any informality or irregularity in any Proposal received.

The report from the New Hartford Town Garage Review Committee is available from the Selectman’s Office upon request.
